The scope and the scale of the current economic crisis have depleted the resources of local and state governments. The budget cuts that are currently being forced on police agencies are substantial and likely to grow. Partnerships offer one way for agencies to continue pursuing their law enforcement goals while offsetting costs that would otherwise be prohibitive.
