Panasonic Arbitrator 360°HD Provides Unmatched High Definition Clarity for Mobile Digital Video Evidence Capture
Panasonic System Communications Company of North America, announces the next generation in mobile evidence capture and management, the Arbitrator 360°HD rugged mobile digital video evidence capture and recording system. Recording in 1080p full HD resolution, the Arbitrator 360°HD provides emergency responders with unmatched image clarity for critical evidence capture. The Arbitrator 360°HD exceeds current industry expectations whether an officer is viewing license plate numbers in near complete darkness or documenting suspect activity from hundreds of yards away. The Arbitrator 360°HD delivers trusted mobile digital video evidence law enforcement and other public safety agencies require for improved officer safety, better outcomes in the courtroom, and trusted community relationships.
The Arbitrator 360°HD is engineered to dramatically improve the image clarity and value of video evidence, which enables advanced capabilities such as high-quality image details and sharpness, ultra-accurate color representation and wider fields of view for improved situational analysis.
The Arbitrator 360°HD system supports recording of up to five HD cameras simultaneously to provide a full 360° view in and around an emergency response vehicle. Its 1080p full HD front camera captures a 65-degree field of view and boasts a 30× optical zoom and 12× digital zoom creating a 360× zoom capability. The Arbitrator 360°HD is designed to support remote streaming and control capabilities. The solution allows real-time support from headquarters or a mobile command center. The Arbitrator 360°HD also sets a new standard for operation in low-light conditions with the ability to capture images in near complete darkness. It uses Panasonic’s new CMOS Sensor that improves clarity of difficult images such as license plates in low-light conditions.
Side and rear view cameras provide 720p high-definition resolution, 150-degree horizontal fields of view and 93-degree vertical fields of view to bring full 360-degree situational awareness. A new officer-worn microphone provides nearly one mile of audio recording range utilizing a 900 MHz frequency, and allows an officer to control any connected 12-volt device in the vehicle with a new auxiliary control feature.
The system’s Video Processing Unit supports up to two 512 GB solid state drives and provides full Power-over-Ethernet (PoE) to attached IP cameras. The system is equipped with a tamper-resistant key lock, ensuring evidence integrity for prosecution. Recording can be activated based on predefined triggers such as the use of the vehicle's siren, crash detection or other devices.
The Arbitrator 360°HD system integrates video capture, storage, transfer, and file management to serve as a complete digital evidence solution. The system includes Panasonic's SafeServ Evidence Management Software Suite, which provides secure evidence management with a built-in case file management system. It also includes the ability to ingest an expanded range of digital evidence including still images, IP surveillance video footage and automatic import of video from Panasonic’s WV-TW310 wearable camera systems. The SafeServ suite can be configured to fit an agency's specific chain of custody requirements for recall, retention and dissemination. Backward-compatibility with previous Panasonic Arbitrator models helps to protect customers’ existing investments.
The Arbitrator 360°HD system's wireless options allow for simple file transfer, with an integrated 802.11n radio that supports 2X2 MIMO offloading. The system also connects seamlessly with in-vehicle routers such as Utility Inc.’s Rocket for expanded flexibility in wireless offload via wireless broadband or Wi-Fi. The Rocket architecture provides complete IP networking and routing in the vehicle to expand command and control capabilities and overall situational awareness.

Hanover Park Police Headquarters Wins Major Design Award
Engineering News-Record magazine has recognized the new Hanover Park Police headquarters in Illinois with its Best Government/Public Building Award for the Midwest region. The $15.9 million, 63,000-square-foot office was designed by the Elgin, Illinois, office of Dewberry, which provided architectural and engineering services.
The new building, which triples the size of the police department’s previous headquarters space, features a soaring, 27-foot-high public entry lobby located on the highly visible northeast corner of the site. The entry signals a welcome and safe presence for the public during the day and is illuminated through the night. A community room is also located in the northeast part of the building.
The building includes a crime lab, a crime scene vehicle processing area, an enclosed parking garage, evidence processing space, a prisoner processing area, an indoor firing range, offices, and an Emergency Operations Center. The jail area includes a secure, two-bay sallyport; a flexible detention block; holding and interview rooms; and juvenile detention facilities. The Village of Hanover Park’s code enforcement department is also housed in the facility. The project includes a state-of-the-art communications system along with redundant CCTV surveillance and interrogation video recording systems.
The floorplan creates a highly efficient “police triangle” layout that places the patrol, detention, and evidence processing functions in close proximity to streamline operations and enhance security. “The design reflects the latest thinking in police procedures, allowing officers to securely process and secure evidence while limiting the possibility of contamination,” Engineering-News Record observed. “Officers spend less time processing evidence and more time on patrol.”
“Dewberry’s design took into consideration many features that will aid the police officers in their daily operations, while keeping within the village’s budgetary restraints,” says Howard Killian, Hanover Park director of public works. “The final outcome is a building that the residents of Hanover Park are proud of, and provides a civic focal point for future redevelopment of the Lake Street corridor and surrounding area.”
The exterior of the headquarters was designed to relate to the building’s municipal campus setting while projecting a modern vision for the village. The use of brick, precast concrete, metal panels, and glass complements neighboring buildings, while new shapes and patterns create a distinct identity. The building meets a stringent standard for sustainability, with daylight harvesting and lighting fixture controls, water-conserving plumbing systems, exterior sunshades and interior light shelves, and interior fixtures with high recycled content. The site’s stormwater management system uses natural prairie grasses as bio-swales for groundwater filtration. Site lights are night-sky compliant.
Careful budget management and cost-saving design measures subsequently allowed for the addition of the garage and firing range into the building, in part through the use of high-quality yet low-cost building materials in selected locations. The schedule was also accelerated to capitalize on an advantageous bidding climate.
Strategic bidding methods also enabled the village to incorporate additional features, such as an ice-melt system beneath the entrance pavement, solar sun shades, upgraded window coverings, and additional fitness equipment.
Dewberry performed the space needs analysis and feasibility study and provided planning, architecture, police security and technology detailing and design, interior design, mechanical/electrical and plumbing engineering, structural engineering, landscape architecture, and construction administration. Bollinger, Lach and Associates provided civil engineering.

Appriss’ Collision Reporting System Leads to Improved Traffic Safety in Hendricks County, Indiana
“The crashes have practically come to a halt.” said Colonel Steve Wagner, Chief Deputy of the Hendricks County Sheriff’s Office in Indiana. He is talking about an intersection in the county where, thanks to information gleaned from Appriss’ collision reporting system, it was made very clear there were an inordinately high number of accidents. That information helped the county to decide to install two additional stop signs at the intersection, turning a two-way stop into a four-way stop, which led to the decrease in accidents.
“The system has been very beneficial for us,” said Wagner. “It has vastly improved our ability to collect, submit and analyze crash data. By making our crash reports more timely, more accurate and more efficient, we have easier and quicker access to information that we can use to make traffic changes that make a real difference—not only for the safety of the driving public, but also for the officers who respond to the crashes.”
Wagner says the system’s ease of use adds to its value. “The officers can enter all the information at the scene and transmit the information from the scene. They can do the narratives; they can do every part of the crash report while they’re at the scene. It’s so much more efficient.” ♦
