irst of all, I would like to thank you for allowing me to serve as IACP Vice President–Treasurer for the past nine years. I would also like to thank the members of the IACP who have supported me in the past and to introduce myself to the members who have joined the IACP during the past three years.

I have been in law enforcement for 42 years and have been a police chief for more than 34 years—26 years of which have been with my present department. I have a master of science degree in urban affairs and policy analysis with a specialty in public administration and a bachelor of science degree in finance.

As a life member of the IACP, I am currently serving my third term as IACP vice president–treasurer. In addition, I serve as chair of the Financial Review Committee; am a member of the Narcotics and Dangerous Drugs Committee; and have oversight of the Conference Committee, Research Advisory Committee, and the Education and Training Committee. I also serve on the IACP Foundation Board as treasurer.

The department I lead consists of 70 sworn officers and 14 civilian employees serving a population of 25,703 residents in a jurisdiction of 17.5 square miles, located in Saint Louis County, Missouri. Members of the Hazelwood Police Department are true professionals who pride themselves in our shared mission of proactive neighborhood problem solving. Their dedication, teamwork, and cooperation allow me the opportunity to serve the IACP.

During the past nine years, I have fulfilled my duties as outlined in the IACP Constitution by conducting quarterly audit visits to headquarters and presenting the treasurer’s report at business meetings during the annual conference. In each of those years, the IACP budget ended with a surplus, some of which are among the highest surpluses in the association’s history. During my tenure, IACP audits have maintained a “clean report,” with no findings of financial problems. This accomplishment is due to the dedication of the IACP management and staff under the guidance of the IACP Financial Review Committee, the Board of Officers, and the Executive Committee. The IACP investment portfolio was refurbished during my tenure; even in these trying times, it remains in the black and continues to generate a positive rate of return.

Nine years ago I pledged to keep this office as credible as my predecessors left it, by ensuring that state-of-the-art financial policies are followed, and I continue that pledge.

Thank you for your support for the past nine years. I am looking forward to working with you and for you during the next three years.
