Law enforcement is currently in the midst of a complex and challenging landscape that demands strong, ethical, and courageous leadership. Police leaders are called upon to provide both management and leadership, build trust in the community and the agency, model ethical behavior on and off the job, develop upcoming leaders, and guide internal change–among numerous other responsibilities. This issue explores and unpacks these roles and issues to help law enforcement leaders of all levels best serve their agencies, officers, and communities.

Leadership and management are concepts regularly used in dialogue about organizational change and reform; however, they are often misunderstood as interchangeable, especially in training and development programs. The complexity of law enforcement requires individuals who can balance the role of law enforcement management and the role of a community and public safety leader. Although interrelated, the distinctions between leadership and management (and their similarities) must be understood in order for both responsibilities to be performed effectively.

The Three Question Management (3QM) strategy is a leadership tool that allows an employee to take personal responsibility for his or her actions, while still encouraging the best outcome. The 3QM technique involves three questions for the employee: (1) Do you have a plan? (2) Is the plan working? and (3) Are you ahead or behind? In law enforcement, this strategy can give officers the experience they need to take the initiative in crisis situations and accept responsibility for the outcomes of their decisions.
