Low-Cost Innovations: Police-Community Partnership Program

For many years the Lodi Police Department had too little involvement with the community. The department was reactive; the prevailing policing style was to wait for a crime to be committed or a problem to arise, respond to it, solve it, and then wait for the next call. At the same time, the department did not receive much support from the community, crime rates were too high, and officer morale was low.
