Trust and fairness are the cornerstones of a healthy organizational culture. Police officers who believe that internal processes such as hiring, promotion, and discipline are not handled fairly lose trust in their organization’s leaders, leading to the erosion of a healthy culture. The IACP’s Police Professional Standards, Ethics, and Image (PPSEI) Committee has focused its work over the past several years on the elements of a positive police culture, with an understanding that agencies with healthy internal cultures can experience improved officer recruitment and retention.
Public confidence in the policing profession is largely shaped by perceptions of fairness, transparency, and consistency, which are ideals frequently associated with procedural justice. This concept has become increasingly relevant in addressing concerns about public trust in policing. However, its importance extends beyond community relations; it is equally critical within police ranks.
