Since mass production of motor vehicles commenced in the United States in the early 20th century, drivers have complained about traffic congestion as the number of vehicles steadily exceeded the ability of highways to accommodate them. Lack of roadway capacity prevents drivers from traveling at the speed limit, which in turn wastes precious fuel and lengthens trips, thereby depriving drivers of quality time and of money.
