Addressing Crises Related to Mental Health, Substance Abuse, and Chronic Homelessness

On October 31, 1963, U.S. President John F. Kennedy signed a bill meant to free many thousands of people with mental illnesses from life in institutions. It envisioned building 1,500 outpatient mental health centers to offer individuals with mental illnesses community-based care instead. The bill was the last piece of legislation Kennedy signed; three weeks later, he was assassinated.
